Intelligence:
The Intelligence process used by BASIC is the same methodology used by the Intelligence and law enforcement community in the U.S. and other foreign countries.  The Security Intelligence Center is under the direction of Alfonso Moreno a retired Patrol Agent in Charge of Intelligence for CBP/Border Patrol.  Moreno is credited with authoring some of the procedures and policies that currently govern the CBP/Border Patrol Intelligence Program.  Moreno also erected the Border Intelligence Center at Laredo Sector Border Patrol in Laredo, Texas.  He also assisted it developing the concept of an intelligence fusion center that would be operated under the Office of National Drug Control Policy’s South Texas HIDTA. Moreno trained the national police in Argentina, Panama, Ecuador, and Mexico on the concepts and methodologies of Intelligence that will be utilized in the intelligence center.
